TECSES INSIGHTS: Why Are Education Reforms So Challenging? – Perspectives on the Factors Explaining Their Success and Failure

This publication entails an examination of the factors that contribute to the success or failure of education sector reforms, drawing on international research and experiences from both developing and developed countries. It explores why educational reforms often fail to achieve their intended outcomes, highlighting challenges such as weak implementation, insufficient stakeholder engagement, overly centralized decision-making, and a limited understanding of the complexity of education systems.

The publication also identifies the key characteristics of successful reforms, including shared leadership, strong support for teachers, continuous monitoring, flexible implementation, and evidence-informed decision-making. Using examples from education systems such as Hong Kong, Singapore, and South Korea, it demonstrates how long-term vision, stakeholder participation, and adaptive leadership can support sustainable change. Finally, the report considers how these lessons can inform ongoing education and teacher education reforms in Nepal, particularly within the context of the TECSES project.
